•
The Australian Department of Defence convened an expert meeting on the legal review of autonomous weapon systems (‘AWS’) in Sydney in March 2023. Attendees of the meeting included experts from six States (including military and civilian personnel responsible for legal reviews), the ICRC, non-governmental organisations, academia and the defence industry.

The Expert Meeting sought to build on commonalities that have emerged from State submissions to the Group of Governmental Experts on Emerging Technologies in the Area of Lethal Autonomous Weapons Systems relating to the legal review of AWS. State experts shared, on an informal basis, current practices and lessons learned in the creation of policy to implement legal review obligations, especially with a view to conducting legal reviews of capabilities with autonomous functionality. The participants engaged in a discussion about the challenges created for legal review processes by autonomy, possible good practices in relation to the legal review of AWS, and possible mechanisms for improving transparency and exchanging information.

This report seeks to reflect the key issues identified in the discussions at the Expert Meeting, in order to facilitate follow-up meetings on this topic.
