- <p>This document presents a complete rationale for the emergence of base 7 as a privileged structure in Rational Harmonic Arithmetic (RHA). It defines and projects all harmonic constants in both base 7 and base 10, formalizes the key theorems of dynamic control and unidirectional inter-base transfers, and explains the exclusion of artificial constants such as π. Empirical applications in orbital dynamics, entropic modeling, and rational geometry are detailed, showing how base 7 governs stable, exact, and transferable rational laws. This preprint complements earlier publications by providing a unified explanation of base 7’s role as the generator of all rational constants.</p>
