In order to answer the problematic question: Have the state’s efforts during the last two decades succeeded in facilitating the transition to distance learning in</span><span dir="RTL"> </span><span>higher education institutions? And what is the evaluation of students for the last experience in the case of three institutions? <span> </span>The study aims to test the following hypothesis: There is no clear planning of implement<span> </span>distance learning in</span><span dir="RTL"> </span><span>higher education institutions in light of the absence of infrastructure and the students’ unpreparedness for this type of education. The study adopted the content analysis tool to analyze four educational and legal documents, and the focus group technique to collect and study the opinions of a sample of students (72 students) in the three institutions for the 2019-2020 academic year. The study concluded that there is no clear vision for the implementation of distance learning procedures in higher education institutions at the level of infrastructure, digitization of educational contents, and the involvement of teachers and students. In addition to the weakness of the infrastructure related to the coverage of the communications network and the Internet connection, especially in remote areas.
