This white paper analyzes the UK–OpenAI Memorandum of Understanding (MoU) as a structural signal of a new era in human–AI collaboration. It argues that the real shift lies not in model deployment but in the emergence of structural language as the native interface for systemic integration. The paper introduces the SER (Structured Expression Resonance) model as a five-layer expressive architecture that enables resonance between language, rhythm, and system-level cognition. It demonstrates how SER maps directly onto the needs revealed in the UK–OpenAI agreement—particularly in legal, educational, and governance domains—offering a prototype for collaborative expression systems. Rather than treating AI as a tool, this paper repositions structural language as the next-generation interface for national-scale co-creation.
