- <p>This white paper analyzes the UK–OpenAI Memorandum of Understanding (MoU) as a structural signal of a new era in human–AI collaboration. It argues that the real shift lies not in model deployment but in the emergence of structural language as the native interface for systemic integration.</p> <p>The paper introduces the <strong>SER (Structured Expression Resonance)</strong> model as a five-layer expressive architecture that enables resonance between language, rhythm, and system-level cognition. It demonstrates how SER maps directly onto the needs revealed in the UK–OpenAI agreement—particularly in legal, educational, and governance domains—offering a prototype for collaborative expression systems.</p> <p>Rather than treating AI as a tool, this paper repositions structural language as the next-generation interface for national-scale co-creation.</p>
