The National Public Drone Infrastructure & First Responder Pilot Act (NP-DIRPA) creates a two-tier sandbox for rapid pilots, establishes a mixed blue-team/red-team Air-Safety Board, funds micro-grants for local and rural agencies, and mandates public transparency, privacy, and open data standards.</p> <p>This act is an extension of the Gallegos-5 (G5) process-first policy reform portfolio, demonstrating how the G5 framework can be adapted to new sectors and emerging technology.</p>
