While traditional least-cost modelling using OnSSET helps identify economically viable technology deployment, it lacks a social dimension. Therefore, EAE is employed to build an Energy Access Potential index that captures multi-sectoral needs, including proximity to health and education services, income levels, population density, and infrastructure accessibility.

OnSSET’s results were used to identify viable technologies under an M300 scenario, and EAE was then used to rank these areas based on development impact. This integrated approach supports Zambia’s SDG7 goals while promoting more inclusive planning. Policy recommendations include institutionalising spatial planning tools, updating data regularly, and developing a subsidy framework for high-impact, near-threshold zones.
