-
Not much information can be found on the size and trends of the prison population in Latin America, although in recent years the production of data has increased. Today, we know with certainty that prison populations have been growing much faster than the general population and that their living conditions are extremely harsh. Thus, it should not surprise us when we frequently hear reports of deadly prison riots in countries like Brazil, Venezuela, and Mexico, as a consequence of overcrowding and poor conditions. Although prison conditions in the region remain appalling, the rapid growth of the incarcerated population appears to have come to an end, with trend data suggesting that the prison population rate in Latin America has stabilized. The objective of this study is to offer a data-driven review of the growth, trends, and the main reasons behind the rapid expansion of the prison population in the region over the past two decades. A key factor behind this growth appears to be the rise of prison populism. This study does not aim to explain the recent decrease in the growth rate, as it is still too early to determine whether this trend reflects a structural change in the time series or the effect of random variation. Still, ceteris paribus, a projection of the prison population rate for the region is provided. This Strategic Note fills a gap in the literature. Its main contribution lies in the compilation of quantitative data on the prison population in Latin America, with the aim of providing a broad yet necessary overview of the region’s rapid prison population growth and its challenges, for a wide audience of researchers and practitioners around the world.
