- <p>This position paper introduces “Singularity Engineering” within the Quantum Intrinsic Wormhole–Einstein–Cartan (QIW-EC) framework as a falsifiable, theory-only program to intervene in cosmic endpoints by engineering controlled, finite-density near-singular states. Building on the QIW-EC axiomatics (A0–A14), we present two modules: (A) Black Hole Engineering via Breakage Energy Percolation Release (BER)—a reverse percolation-front episode in a near-horizon shell that releases “breakage energy” without requiring spin or charge—and (B) Quantum Foam Engineering—Planck-scale isolation of a foam cell to trigger a three-stage inflationary restart with tunable emergent couplings. We provide consistent scalings for energy reservoirs, extraction timescales, and efficiencies; LISA-facing observables (inspiral phase drift, ringdown micro-tuning, memory/burst components); a minimal reproducibility plan (toy front, ringdown offsets, population scan, generalized second-law check); and a one-page ASCII concept map. The relation to Penrose’s CCC is framed as an agency-enhanced, testable variant; debated “Hawking points” are treated cautiously, with Planck 2018 systematics as context and future CMB-S4/LiteBIRD prospects noted. Ethical scope is explicit: hypotheses only, far beyond any foreseeable technology.
