  • <p>Vacuum permittivity ( ) and permeability ( ) appear in Maxwell’s equations as constants defining the<br>propagation of electromagnetic fields. Their values historically originated from experimental definitions and<br>unit conventions, later embedded in the International System of Units (SI). Yet, their structural role has<br>remained enigmatic: why should free space possess such constants at all? Within the Energy–Consciousness<br>Observer Framework (ECOF), and are reinterpreted as coherence projections of the recursive Δ–φ<br>lattice. This corrective view restores them as derived invariants of field–observer coupling, completing the<br>ECOF constants chain that unites .</p>
