- <p>The FY2025-26 national budget of Bangladesh, amounting to BDT 7.90 lakh crore, marks<br>the first fiscal framework under the interim government post-2024 political reforms. This<br>case study employs qualitative document analysis and comparative sectoral<br>evaluation to investigate the integration of digital transformation initiatives across<br>education, health, agriculture, and ICT sectors. Findings reveal 3.8% of total budget (BDT<br>30,020 crore) explicitly allocated to digital infrastructure, AI literacy, 5G rollout, and<br>freelancing upskilling — a 15.2% increase from FY2024-25. Key initiatives include LEDP<br>expansion (60,000+ trainees), 28 hi-tech parks, and Universal Digital ID. However,<br>education funding remains at 1.72% of GDP (below UNESCO’s 4–6% benchmark), and<br>rural broadband penetration lags at 42%. The study forecasts 6.5% GDP growth, USD 5<br>billion ICT exports, and 1.2 million digital jobs by 2027 — contingent on public-private<br>partnerships (PPPs) and AI bootcamps. Policy recommendations include blockchainbased budget tracking and gender-inclusive digital skilling. This research contributes to<br>Smart Bangladesh 2041 discourse and supports SDG 4, 8, 9</p>
