-
This deposit contains the non-anonymous version of the article "Create an International Science Fund," prepared for submission to Nature. The article argues that post-war national funding agencies have scaled science but bent it towards projects that are safe, legible, or politically expedient, leading to a structural misalignment of priorities. Knowledge is a global public good but remains fragmented and heavily subsidized by the United States, Japan, and the Republic of Korea. The article proposes a pilot International Science Fund (ISF), financed by GDP-weighted contributions from UN member states and insulated from national political cycles, to correct misalignments, internalize global spillovers, and restore the autonomy of long-horizon research. The proposed ISF is described in detail, along with historical context and economic rationale. The deposit includes the full non-anonymous manuscript.
