Drawing from official strategic documents, economic studies, and recent reforms, the study analyzes the evolution of national development priorities from the 2017–2021 Action Strategy to the New Uzbekistan 2022–2026 program and the Uzbekistan-2030 Strategy. Emphasis is placed on how innovation, labor reforms, human capital development, and governance modernization shape long-term national competitiveness and social well-being. The article argues that Uzbekistan’s transition requires shifting from traditional modernization policies toward a more innovation-centered paradigm supported by strong institutions, social guarantees and active public engagement.
