- <p><strong>ABSTRACT</strong><br><br>This standard specifies the SisuCrypt Protocol (SCS-PQS V1.0), a post-quantum, threshold-native cryptographic architecture for the protection of Strategic Assets under high Financial, Regulatory, and Data Integrity risk. SisuCrypt integrates sovereign post-quantum primitives, quorum-controlled key material, and mathematically enforced access constraints to eliminate single points of failure in both cryptography and authority. This document defines the threat model, terminology, and mandatory controls required for compliant implementations.</p> <p><em>This is an incomplete draft; the primitive specification and later sections are intentionally omitted / under development.</em></p>
