  • <p><span>During the COVID</span><span>–</span><span>19 pandemic, people have the ability to adapt according to their goals, </span> <span>circumstances and environment. Sociological analysis is required to understand how non- </span> <span>compliance attitudes or behaviors arise and how they are handled. Also given the important points </span> <span>of the Christian faith to correlate the relationship between citizens and the government as a </span> <span>complex aspect of the cultural mandate of God. This paper uses two main theories, namely </span> <span>regulatory social theory and emancipatory social theory. The results of this paper when reviewed </span> <span>from the theory of social regulation, both the public and the government are bound by the </span> <span>dependence of relationships in the system that has been mutually agreed. Community non- </span> <span>compliance due to systemic dysfunction that has a recital relationship with other subsystems. The </span> <span>review of emancipatory social theory focuses on critical awareness of the phenomenon of </span> <span>disobedience of citizens. The theory also presented a recital and causalistic relationship. The </span> <span>Christian view sees people and society as </span><span>– </span><span>in functional relationships </span><span>– </span><span>positivistic in reference </span> <span>to the understanding of Theodition. Nevertheless, Christian values teach theologically that the </span> <span>relationship between citizens and the state has spiritual awareness and spiritual solidarity in </span> <span>various aspects. </span></p>
