  • <p>This paper proposes a unifying physical framework explaining why complexity arises repeatedly across scales in our universe. The central claim is that the finite speed of information propagation (c) is not merely a constraint, but the foundational condition that enables structure to exist at all.</p> <p>When information cannot propagate instantaneously, locality is enforced. Locality creates partially isolated regions—atoms, cells, ecosystems, cultures, and civilizations—that evolve semi-independently. These isolation pockets diverge over time, explore different configurations, and retain successful structures. Accumulated divergence produces progression: increasing differentiation, specialization, hierarchy, and information density. This recurring chain—finite-c → locality → isolation → divergence → progression—operates from the atomic scale to the cosmic.</p> <p>The framework is validated against a natural null case: the Big Bang singularity. Prior to the emergence of spacetime, no finite information propagation was possible and no structure existed. Once spacetime emerged and causal horizons formed, structure began to arise immediately, consistent with the framework’s predictions. The same physical mechanism that stabilizes atoms and enables biological evolution also applies at the largest scale, enclosing technological civilizations within relativistic light-cone boundaries (“Einstein Cages”).</p> <p>Under this framework, cosmic silence is not paradoxical. Civilizations are expected to arise, diverge, and progress independently, yet remain temporally and causally isolated. The absence of interstellar communication is therefore a structural consequence of the same physical conditions that make complexity possible.</p> <p>The Isolation Guarantees Progression Theory offers a single explanatory arc connecting microphysical stability, biological evolution, cultural differentiation, and the relativistic isolation of civilizations, without invoking new physics or speculative assumptions.</p>
