- <p>This paper examines the phenomenon of contemporary Brazilian emigration through the lens of state cycle theory, analyzing the relationship between public apparatus expansion, brain drain, and potential institutional collapse. Using data on migratory flows and government spending, the study proposes that Brazil is going through a critical phase characterized by the departure of qualified human capital, unsustainable expansion of public spending, and possible negative demographic transition. The analysis suggests that these factors converge toward a scenario of fiscal and institutional unsustainability, with implications for the viability of the Brazilian state model in the coming decades.</p>
