  • <p>Physical theories typically assume the existence of stable laws, while focusing on deriving dynamics, probabilities, or observables under those laws. However, neither the conditions of existence (as formalized in vacuum-based frameworks) nor the conditions of execution (as formalized in probabilistic or measure-theoretic frameworks) explain <strong>why stable laws emerge at all</strong>, rather than systems remaining purely stochastic.<br>This paper identifies and formalizes a missing pre-law layer: a minimal condition required for probabilistic execution to give rise to persistent, law-like structures. We introduce a single axiom — the <strong>Axiom of Law</strong> — stating that law emergence requires unbounded re-attempt of execution requests under finite projection constraints. This axiom does not introduce new dynamics, forces, or physical rules; instead, it specifies a necessary architectural condition for stability across repeated execution failures. We show that without this condition, probabilistic systems cannot sustain attractors, memory, or admissibility boundaries, and thus cannot support laws in any meaningful sense. The result establishes a clear conceptual boundary between probability and law, and provides the foundational bridge for subsequent generative-law frameworks.</p> <p>This article is part of a broader theoretical program investigating the emergence of spacetime, geometry, and physical structure from the ψ–Θ–χ continuum.
