- <p>Large-scale infrastructure construction projects, especially dam construction, are characterized by a high complexity level and risk, particularly in excavation work and spillway mechanical embankment. The success of these vital projects is really crucial in supporting the national development agenda, as reflected in the government's Nawa Cita program. This study aims to evaluate statistically the major factors influencing Project Performance (PP) in spillway mechanical excavation for the Mbay Dam Construction Project in Nagekeo Regency (Package-2), performed by PT Bumi Sekar Indah as a subcontractor. The focus of analysis was on three main exogenous variables: Workforce Competence, Technology Implementation, and Government Policy. This study adopted a quantitative approach using Structural Equation Modeling – Partial Least Squares (SEM-PLS). Data were collected through questionnaires and interviews with 80 respondents who were employees of PT Bumi Sekar Indah, consisting of company management, staff, and operators, during the project period from August to December 2025. PLS-SEM method was chosen because of its ability to model the relationship between complex latent variables and emphasize the predictive power of the model.</p>
