  • <p><strong>Post-Consent Governance Drift (PCGD)</strong> presents a regime-independent axiomatic and synthetic derivation of governance drift in durable cooperative systems.</p> <p>Within explicitly stated scope conditions, the paper derives a necessary drift chain showing how weakening role distinctness and accountability attribution undermines directed correction, leading systems to substitute procedural stability and acceptance indicators for operational consent.</p> <p>The theory is non-empirical and non-normative. It advances formal constraints on governance viability rather than causal explanations or policy prescriptions.</p> <p>Two municipal-level instantiation blueprints are provided to demonstrate operational applicability without reliance on actor psychology, opinion data, or ideological assumptions.</p> <p>This record constitutes the formal PCGD derivation within the AST corpus.</p>
