- <p>This work presents the physical interpretation layer of COREX-GC v6.4, showing that dark-matter phenomenology emerges as a regime-dependent gravitational response tied to coherent baryonic motion rather than missing matter. The regime boundary is derived directly from the action, predicting suppression in dispersion-supported systems (e.g., UDGs, globular clusters) without tuning. A strict, pre-registered, no-calibration prediction is provided linking the inferred dark-matter strength to the kinematic coherence parameter <span><span>V/σV/\sigma</span><span><span><span>V</span><span>/</span><span>σ</span></span></span></span>, enabling decisive falsification with existing galaxy data.</p>
