It analyzes legislative challenges facing Arab countries in building a secure digital economy, including legal fragmentation, cyber threats, and unequal technical capacities. The study reviews successful international regulatory models and proposes legislative and institutional mechanisms to enhance digital trust, support innovation, and balance economic growth with digital rights protection.</span></p>
