•
This paper reinterprets the mechanisms of magnetic induction and gravitational interaction propagation within the framework of Substratum Hydrodynamics (Papers I-XV). We argue that magnetism is the rotational component of Substratum flow (curl v), induced by the geometric irrationality and ellipsoidal compression of natural bodies. Simultaneously, the paper resolves the contradiction between the speed of gravitational waves detected by LIGO (c) and the superluminal speed (Vg ≈ 10¹⁰ c) required for celestial mechanical stability. We demonstrate that LIGO signals represent "surface" (transverse) oscillations of the Substratum, limited by c, while the fundamental gravitational potential propagates as a "structural" (longitudinal) pressure wave. This bifurcation reconciles General Relativity with Laplacian mechanics.
