- <p>We reinterpret dark matter and dark energy as regimes in which only weaker descriptive encodings remain admissible, rather than as new particles, forces, or modifications of gravity. Dark matter is associated with dominance of statistical encodings when local representability fails but aggregate structure persists, while dark energy is associated with relational encodings when even statistical descriptions decouple. Gravity remains unchanged and universal. The framework explains non-interaction, large-scale homogeneity, and gravitational coupling structurally, without introducing new degrees of freedom. The results are interpretive and regime-based rather than predictive of specific parameters.</p>
