Keynes's "General Theory" as "Infinite Dependency on External Power" (Debt Dependency) in the logical layer. While these two legacy codes provided dramatic optimization at the time of implementation, in the 21st century—characterized by population decline and fluid information—they have mutated into "Technical Debt" that obstructs the system's autonomous drive.

Positioning the global economy as "Flow" and domestic infrastructure as "Stock," we observe that the "static equilibrium" maintained by these legacy controllers is precisely what blocks the conversion of inconsistency into energy. The objective of this paper is not to condemn the "bugs" left by these great pioneers, but to accept them as "specifications" and present a concrete refactoring protocol to shift the civilization's drive source from hardware (construction) to software (relationships).

This paper analyzes and describes the structural stagnation of modern Japan through the framework of Relationship-Driven Theory (Patent No. 7059476). Adopting an engineering perspective and the framework proposed by Drive Theory, we define the Japanese systemic architecture not merely as an administrative body, but as "Overloaded Guardrails" within a social OS. By positioning the Global Economy as an external "Upper Node" and the Domestic Economy as an "Internal Resource," we observe the current state in which the government and bureaucratic mechanisms—situated between these layers—have failed to function as essential APIs (interfaces) and Controllers. The objective of this study is to observe and describe how the prevailing design philosophy, which treats "inconsistencies" arising within the system as errors to be eliminated, leads to the stagnation of driving energy.
