- This paper introduces Agent Capability Control (ACC), a capability-based authorization framework for autonomous AI agent ecosystems. ACC ensures that skills declare required permissions, agents declare granted capabilities, sub-agents receive attenuated permissions through monotonic reduction, and every authorization decision is auditable.
