- <p>We present a mathematically structured framework in which cosmogenesis is for-<br>mulated as a spectral selection problem in quantum gravity. Fundamental constants<br>are promoted to operator-valued parameters acting in an extended Hilbert space. A<br>physically realized universe corresponds to a nontrivial kernel of the Wheeler–DeWitt<br>Hamiltonian constraint operator. The theory eliminates anthropic reasoning by replac-<br>ing it with spectral viability conditions. Testable predictions arise from correlations<br>among coupling constants and stability constraints.</p>
