  • <p>District hospitals in Senegal face challenges in maintaining reliable service delivery due to resource constraints and varying levels of operational efficiency. A Bayesian hierarchical model was developed to assess the reliability of healthcare services across different districts. The model incorporates prior knowledge about hospital performance and utilizes data from multiple sources including patient records and administrative reports. The analysis revealed that district hospitals in Senegal exhibit significant variation in service quality, with a proportion of approximately 60% showing below-average system reliability. The Bayesian hierarchical model provides insights into the systemic factors influencing hospital performance, which can inform policy decisions aimed at improving healthcare delivery and resource allocation. Policy makers should prioritise interventions that address identified weaknesses in high-risk districts to enhance overall system reliability. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.</p>
