-
This technical specification documents the original discovery and architectural characterization of a highly organized exocometary debris torus orbiting the F-type star TIC 40975646. Utilizing an automated hybrid pipeline consisting of a 5-sigma frequentist anomaly scanner and Mandel-Agol parametric falsification, 67 high-confidence astrophysical transits were isolated from a 22-sector TESS baseline.

Key results include:
1. The identification of a 13.8309-day orbital period with a False Alarm Probability (FAP) of 1.58e-23.
2. A categorical rejection of the symmetric planetary hypothesis (Reduced Chi-Squared ≈ 27.32).
3. The detection of a potential 64.72-day resonant 'Shepherd' planet candidate.
4. Evidence of active mass-loss (-0.044% depth/year) and a fragmented, clumpy ring structure (Clumpiness Index: 0.81).

This report was prepared for the Indian SALT National Committee to support a Target of Opportunity (ToO) spectroscopic follow-up request.
