contents <p>This foundational paper identifies a discrete empirical organizing scale—v^2 = 0.00017 AU²—extracted from regularized gravitational dynamics. Situated at a characteristic velocity of v \approx 0.062 km/s, this scale occupies a unique dimensional position: it lies above the thermal noise floor of the cosmic vacuum but below the characteristic acceleration scale (a_0) associated with Modified Newtonian Dynamics (MOND).</p> <p>The work introduces a Four-State Symmetry Framework—comprising Matter (+), Antimatter (-), Vacuum (0), and an "Unassigned" state representing a pre-differentiated configuration. Paper I proposes that the 0.00017 offset is the gravitational fingerprint of this unassigned state. By establishing this scale as a fundamental "remainder" in the gravitational field, the paper provides the necessary boundary conditions and dimensional roadmap for the subsequent 17 papers in the MSDS program, eventually leading to the simultaneous resolution of the S_8 and H_0 tensions.</p>
