  • <p><span lang="EN-US">In the previous work (<strong>Absolute Time: </strong></span><strong><span>τ</span></strong><strong><span lang="EN-US">_CMB and Chronal Second</span></strong><span lang="EN-US">) it was shown that the CMB gives the absolute pulse of time </span><span>τ</span><span lang="EN-US">_CMB = ħ/(k· T_CMB). If </span><span>τ</span><span lang="EN-US">_CMB is fixed as a unit of time (a chronal second), then Planck's constant ħ cannot remain a constant—it must evolve with the expansion of the universe.</span></p> <p><span lang="EN-US">In this paper, the dependence ħ(z) = ħ₀· (1+z) and, as a result, the dependence of the fine-structure constant </span><span>α</span><span lang="EN-US">(z) = </span><span>α</span><span lang="EN-US">₀/(1+z).
