The first is an object that serializes all governance chain write operations per tenant, eliminating the hash chain race condition that arose from concurrent event emission during onboarding. The second is APR-Guard: a four-phase agentic invariant enforcement framework spanning web fetch validation, execution control, structural payload analysis, and officer identity verification. Phase 32 also delivers the canonical Action Envelope v1, the CCDC-to-UI payload contract, the Production Officer Action UI, and Family Stewardship Mode. All components maintain the additive-only constraint: no prior phase capability is altered, deprecated, or removed.</span></p>
