- <p>We develop a non-singular cosmological framework in which the Big Bang is reinterpreted as a fractal phase transition governed by a scale-dependent Hausdorff dimension DH(a). Within the Ibaguner Fractal Operator (IFO) paradigm, spacetime emerges dynamically from a lower-dimensional fractal regime. We derive a dimension-flow equation unifying DH ≈ 2.5, 4.23, and 4, and compute its imprint on the Cosmic Microwave Background (CMB) angular power spectrum. Using Planck 2018 TT data, we perform residual analysis, chi-square comparison, and Markov Chain Monte Carlo (MCMC) parameter estimation. We find that observational constraints restrict the fractal correction to a perturbative regime, while remaining consistent with high-precision cosmological data.</p>
