- <p>This record hosts a preprint version of the manuscript The Measurement Threshold of Civilization. The paper formalizes governance coherence as an observable systems variable. It proposes an operationalizable framework for computing it across jurisdictions through vector alignment (C), policy volatility (V), and volatility-adjusted coherence (C_adj). It is framed as a contribution to futures-oriented governance and to the study of distributed civilizational cognition under explicit empirical criteria.</p> <p>This Zenodo version is released for open dissemination and citation.
