- <p>We present a unified theory in which observability is not determined by interaction alone, but by the ability of a system to resolve configurations into stable, distinguishable, and re-enterable states.</p> <p>This work establishes a threshold-based condition for detection and demonstrates that physical systems may remain dynamically active yet unobservable when resolution fails. By separating existence, interaction, resolution, and registration, the framework provides a general mechanism for non-observability across physical regimes.</p> <p>The theory applies across scales and systems, offering a structural basis for understanding detection limits, decoherence, and controlled non-observability.</p>
