- <p>A framework based on the horizon relation Λ₀R_H,0² = π³/15 is presented in a stratified form. The construction is organized into three layers: a core cosmological sector, a holographic closure, and a set of extensions. The core layer fixes the present density partition Ω_Λ,0 = π³/45 and Ω_m,0 = 1 − π³/45 together with the late-time background kinematics. The closure layer combines the boundary relation with the standard horizon area count N₀ = A_H,0/ℓ_P², yielding the algebraic relation G = 4π⁴c³/(15ℏΛ₀N₀) and forming a closed triad (G, Λ₀, N₀). The extension layer includes interior-observer projections, reduced radiative boundary identities, topological readouts, a minisuperspace representation, and geometric regularization. The logical dependence between layers is explicit, so that each level is independently testable. The construction contains a single nonstandard assumption and is directly falsifiable at the level of the present cosmological density fraction and background expansion history.</p>
