  • <p>This document presents the fourth series of cognitive clarifications within the Paton System, focusing on decision, action, and control under admissibility. It extends the framework into operational behaviour, demonstrating that not all possible actions are admissible and that continuation depends on constraint compatibility within decision space.</p> <p>The work formalises key conditions including the distinction between possible and admissible action, decision as constraint-path selection, the destabilising effect of over-action, the role of inaction as an admissible strategy, and the limits of control under constraint. It further identifies premature optimisation and decision saturation as sources of structural instability.</p> <p>Across domains, the same principle holds: action does not create structure but selects trajectories within admissible structure. Continuation persists only while chosen actions remain compatible with system constraints, and collapse reflects the structural realisation of exceeded compatibility, consistent with the Constraint–Incompatibility Collapse Law (CICL).</p> <p>This paper positions decision and control within the Tier-3 to Tier-5 operational layer of the Paton System.</p>
