- <p>The third pillar of the N.E.A. framework: the unified settlement of physical constants and the formal definition of universal value. The Sole Boson Theorem proves the photon is the unique fundamental carrier of interaction. The core constants of the Standard Model are settled as algebraic residues of three topological genes: d=3, U_EM=0.4π, and U_weak=10√3. The Zhang-Yu Identity, α⁻¹=25√3π+1, matches the measured fine-structure constant to within 0.0008%. Six parameters achieve theorem-grade closure, seven are settled as strong evidence. The Zhangyu (ZY) is defined as the universal unit of topological value, anchored to the electron's topological rent U_EM=0.4π, with the ZY-SI conversion protocol establishing 1 ZY ≈ 0.4066 MeV. This volume is the watershed of the seven-volume series: from this point onward, all subsequent quantitative audits are denominated in ZY.</p>
