  • <p>This paper explores the intersection of special laws, human rights protections, and communal violence in the context of Arunachal Pradesh. It examines how legal frameworks such as the Armed Forces (Special Powers) Act (AFSPA) and other exceptional legislations interact with constitutional guarantees, and how these dynamics affect the rights and security of the Arunachal people. The study highlights recurring patterns of communal violence, including ethnic clashes, targeted discrimination, and displacement, while analyzing the state’s responses and the limitations of existing legal remedies. By situating these issues within both national constitutional principles and international human rights obligations, the paper underscores the tension between security imperatives and democratic accountability. It further investigates how impunity, weak institutional safeguards, and political manipulation exacerbate crimes against Arunachal communities. Through case studies and critical analysis, the paper argues for reforms that balance national security with human rights, emphasizing the need for stronger accountability mechanisms, inclusive governance, and community-based conflict resolution. Ultimately, it calls for a rights-based approach to ensure justice, dignity, and long-term peace for the people of Arunachal Pradesh.</p>
