- <p>Based on the complete PFUS theoretical framework, this paper realizes fundamental base correction of coaxial bi-cone cosmic model, abandons the traditional ideal sharp cone singularity model, and establishes the steady-state optimal configuration of 45° standard coaxial bi-cone with dense primordial base. This system takes dimension 11 as the maximum stable closed dimension of the whole universe, and constructs global operation rules with 12-order full-rank closed circulation order. The core fractal index of cosmic large-scale structure 12/11 is strictly deduced analytically. According to the inherent prime number hierarchical law of PFUS system, a unified quantitative density proportional system is established, including low-density interval 3/11, middle closed interval 5/11, upper extension interval 7/11, and density multiple of primordial base 11/5. A large number of mass source points gather near the upper waist of double cone, distributed following the natural geometric law of prime numbers. Macroscopically, the hierarchical arrangement is regular and orderly, while local distribution is scattered without fixed period, showing unique cosmic distribution characteristics. Combined with authoritative astronomical observation data from 2021 to 2026, including Webb Telescope survey, galaxy cluster detection and cosmic void measurement, comprehensive verification is completed. It is fully proved that the universe where human beings locate has complete evolutionary system, fully shaped spatial structure and extremely high completion degree. All cosmic spatial morphology, density gradient layering and matter distribution strictly follow the original geometric and mathematical rules of PFUS. The whole theory is logically self-consistent with strong predictive ability and empirical value.</p>
