  • <p>We proposed at the MOND acceleration scale is a time evolving holographic resolution limit set by the cosmic horizon. This framework derives the 1/r Force la geometry via Guass's Law on 2D manifold and predicts that low acceleration dwarf galaxies at z >1.5 Will exhibit Newtonian falling rotation curves where static MOND predicts flatness, providing a falsifiable test for James Webb telescope.</p>
