- <p>This work develops the quantum branch of the Universal Constraint framework from a single admissibility condition, reconstructing emergent quantum organizational structure without assuming primitive spacetime, operator algebra, or independent quantization axioms. Locality, exclusion structure, uncertainty organization, and semiclassical quantum dynamics arise as consistency structures of admissible organization.</p>
