Madagascar is used as a practical case study to illustrate issues related to institutional capacity, market fragmentation, regulatory compliance costs, and analytical infrastructure.</p> <p>The report was submitted to the OECD public consultation on 15 May 2026. Public access to this archived version is embargoed until 31 December 2026 to allow time for the consultation process to conclude and for the OECD to publish its final version.</p>
