  • <p>This report presents an independent analytical and technical contribution to the public consultation launched by the OECD on the Draft Good Practice Principles for the Effective Regulatory Governance of Large-Scale Food Fortification (LSFF).</p> <p>The document provides a structured assessment of the proposed principles, highlighting their conceptual strengths, operational implications, and potential limitations, with particular attention to implementation challenges in low-income countries. Madagascar is used as a practical case study to illustrate issues related to institutional capacity, market fragmentation, regulatory compliance costs, and analytical infrastructure.</p> <p>The report was submitted to the OECD public consultation on 15 May 2026. Public access to this archived version is embargoed until 31 December 2026 to allow time for the consultation process to conclude and for the OECD to publish its final version.</p>
