- <p>The rise of artificial intelligence (AI) is shaping a new Agent Economy (AE), in which autonomous AI agents represent humans in performing a wide range of complex tasks. The Agent Economy promises substantial gains in productivity and innovation, yet it also raises new regulatory challenges concerning data privacy, security, ethics, and the risk of job displacement. The urgent question is how humans can effectively supervise and control an economy operated by AI agents when this system may expand beyond the capacity of traditional governance. This study employs document synthesis and comparative analysis of international policies, thereby proposing a policy framework consisting of six groups of solutions for Vietnam in order to both promote AI development and control risks in the digital age. The proposed policy framework contributes to establishing a foundation for Vietnam to proactively embrace the Agent Economy safely and effectively.</p>
