- <p>The brane-bulk sump mechanism generates a three-level relaxation hierarchy in direct structural analogy with MRI T1/T2/T2* physics. T1 (longitudinal recovery): the universal background acceleration a0 = cH0/2π drives all baryonic matter toward the global sump equilibrium this is the MOND term. T2* (susceptibility-weighted dephasing): within the black hole sphere of inuence r < r_T2* = p GMBH/a0, the coherent BH focal zone produces a systematic jerk term J_BH that enhances the inner rotation curve the galaxy-dynamics analog of susceptibility-weighted MRI revealing local eld inhomogeneity. T2 (spin-spin dephasing): stellar clusters contribute incoher- ent individual jerk terms that sum beyond the disk scale length λ_T2, producing a random dephasing envelope analogous to spin-spin relaxation from many small ran- dom contributors. The full acceleration model g(r) = g_bary(r)ν(g_bary/a0) + J_BH e{-r/r_T2*} + J_T2 e{-r2/λ2_T2} is tted to the SPARC 175-galaxy sample. The T2*/T2 balance resolves the rotation curve diversity problem: galaxies with the same total mass but dierent M_BH have dierent T2*/T2 ratios, producing dierent inner curve shapes without dark matter.</p><p><em>Part of the One-Octonion Brane-Bulk Framework series.
