- <p>This paper presents the Sovereign Accountability Chain (SAC), a runtime enforcement architecture for autonomous AI governance implemented in the VeriSigil Governance Stack (VGS). SAC addresses five accountability requirements simultaneously: authority continuity proof, supervisory visibility reconstruction, consequence binding, multi-party harm attribution topology, and independent verifiability. We describe the theoretical foundations, implementation architecture, and empirical validation including cross-protocol interoperability validation with the Agent Trust Fabric (ATF) protocol developed by OMNIX QUANTUM LTD. Live production trace validation demonstrated zero invariant violations across all test scenarios including nominal execution, rejection paths, continuity stress, and multi-hop delegation chains.</p>
