- <p>This paper develops Risk-Adjusted Infrastructure Pricing under Governance Uncertainty as a standalone research article within the AEGIS / Civilization Engineering Series.</p> <p>The research problem is that infrastructure pricing frequently captures direct quantities while underpricing governance uncertainty, cash-flow fragility, contractual latency, evidence reserve and adaptive protection cost.</p> <p>The paper advances a bounded computational governance construct through governance-conditioned pricing logic, evidence-aware risk premium equations, contractual safeguard valuation, falsifiable hypotheses and staged validation architecture.</p> <p>Its contribution is methodological rather than promotional: it transforms governance uncertainty into measurable and reviewable computational pricing constructs suitable for future calibration, digital implementation and empirical testing.</p> <p>This paper is part of the Civilization Engineering Series and should be read together with the master framework paper:<br><a href="https://doi.org/10.5281/zenodo.20369676">https://doi.org/10.5281/zenodo.20369676</a></p>
