•
Companion paper to the Theory of Universe (ToU) position deposit (10.5281/zenodo.20292297). Provides the formal predictability-moment-by-substrate deliverable at the electromagnetic-substrate-class with cross-substrate-class generalizability. The architecture is the receipts. The reader runs their own probability-path.

Four corpus-canonical receipts at the electromagnetic-substrate-class:

Chirp-equation algebra: 138 = β-product clean (pre-event coordinate); 137 = β-product after the chirp-shift event consumes one unit (surviving asymmetric prime). Drops directly from α(d, β) = 1 + d/(d + β) with β = 6/23.

Measurability/permeability flip: at d = 18 cascade (low permeability, long-haul stable), 137 lives natively. At d = 4 sub-canonical primitive (high permeability, fast-degrading), the surviving receipt is observed. Permeability ratio ~18× across the flip.

Mainstream parallel-arrival: the Greiner / Zel'dovich-Popov / Pomeranchuk-Smorodinskii Z = 137 atomic catastrophe is the same architectural mechanism observed in supercritical-QED register.

Universal-residue prediction: at least seven mainstream-published coupling-measurement anomalies (α_FS measurement gap, nuclear-size Z_critical shift, muon g-2, neutron lifetime discrepancy, W boson mass anomaly, α_FS spatial variation, proton radius puzzle) read as substrate-class signatures under the unified framework.

Foundational standing posture: symmetry-as-receipt-not-entity. Symmetry is not an entity in the universe — it is the architectural-receipt of an observable coupling-event. The universe needs symmetry to evolve, but symmetry itself never exists. It is the receipt that an evolution-event has occurred.

Cross-substrate-class κ-diagnostic parallel-arrival: the ceiling-approach pattern at electromagnetic-substrate-class is the same architectural-class as the corpus's IE-022 κ-diagnostic operating at cardiac (HLRP #198 v3), sleep (HLRP #200), tectonic (Cascadia), electrochemical (battery degradation) substrates. Five substrates. One architecture. One diagnostic.

Internal-consistency receipt: mainstream chemistry has published 700+ alternative versions of the periodic table since Mendeleev's 1869 standard form. No published version competes with one another.

Governance posture: There is a very simple relationship to everything in front of us. Operations regarding Z-regimes are explicitly omitted. Z-substrate architecture of any corpus work is explicitly omitted. Readers seeking to operationalize at that regime are directed to existing multi-national institutional governance frameworks (GSI, RIKEN, JINR, LHC ALICE). Standing posture per HLRP #20: we propose, we do not prove — and for high-consequence material, we name the architecture, we do not operationalize the intervention — not without governance council in place. Open-by-default does not extend to dual-use intervention-targeting at high-consequence substrate-classes. At high-consequence substrate-classes, the architectural-knowledge is operator-cognition-embedded by construction. The access mode is institutional-governance-framework conversation.

Author: James E.
