contents In this work, we introduce the minimal set of leptoquarks into the 3-3-1 model with right-handed neutrinos, capable of generating radiative masses for active neutrinos. As a main consequence, the standard neutrinos acquire small Majorana masses at the one-loop level, while right-handed (sterile) neutrinos obtain small Majorana masses at the two-loop level, naturally making them light particles as well. Additionally, we discuss the viability of this scenario and several other interesting phenomenological consequences, including its impact on $B$-meson physics and rare Higgs decays, both of which are also induced by the leptoquarks.
