contents We show that toric surface singularities deform to toric surface singularities - both in equal and mixed characteristic. As an application, we establish Riemenschneiders conjecture that isolated cyclic quotient singularities of any dimension deform to isolated cyclic quotient singularities in equal and mixed characteristic.
